Okay this sounds like you may be having some increased keratin which is normal and not a large cause for concern. Sometimes the pores will be plugged with this (the brown tip you may see is the reason for the plug) and then skin cells and debris gets caught in this and forms this hard little paste. This is harder to treat most of the time than acne because it's not really an infection so much as a stubborn plug. Many people find that using an exfoliation technique on the area helps to remove dead skin that can cause these plugs to form but it's important to not be too rough because irritation can occur and make things worse.
I do not suspect that you have any problem with fungus related to this. You would suspect a fungus/mold if the skin were flaking and showing patterns like raised circles or rings : )
