Itchy red bumps usually are some form of dermatitis or inflammatory reaction of the skin from an irritant or allergen. Allergens can be plants such as poison ivy,poison oak, certain detergents or fabric softeners, perfumes, lotions,etc... Allergens can also be foods that you eat. Strawberries, peanuts, are among more common food allergies.
Sometimes people will get dermatitis or even urticaria which are wheals or raised round areas of the skin for an unknown reason. It can be a recurring problem that does not go away, for which no cause is found.
The things you have tried are reasonable however your problem is the rash continues to recur. So I suspect you are re exposing your self to the allergen.
Allergies to medications as you have figured out on your own can also cause itchy rashes. This can sometimes take a while to go away as the medicine takes time to clear itelf from the body.
If you have examined all the possiblities that are causing this rash such as those mentioned above then you should request to see an allergist and perhaps have lab testing to check for any specific allergens you may be sensitive too.
