Is The quality of life still good after 2 level fusion in neck?

Hello, I'm a 50 yr. old female who has had a fusion on c4-c5 level 3 years ago. Levels c6-c7 were also bad but my spinal surgeon did not want to fuse to levels because of my age.
I am now at the point where I have no choice. We were waiting for the cervical artificial disc to be FDA approved but I can't hold out any longer. Left arm is in such burning pain that will not let up. Right arm has pains down them. The back of my neck is full of lumps from all the spasm.
Can you lead a normal life when you have 2 levels fused in your neck? Also, I have an orthepeadic surgeon, would a neuro surgeon be better?
Everyone tells me when it comes to your nerves you want an neuro surgeon cuz ortho surgeons only know how to work with the bone of the spinal cord.
I'm very nervous and awaiting your answer.

I have already had c4-c5 fused 3 yrs. ago. Now can't use arms because c6-c7 level is now bad. I have been in phy therapy for 2 yrs now with no improvement
