Shin Pain

Pain in ankle and shin that could be caused by bones, maybe arthritus, but in a young man. Heat often helps but ha had bolts in the leg and bone overfilled causing calcium deposits. Severe pain in this area, but what causes this?

Already Tried:
Have tried heat and BenGay patches. He has to take at least 2 hot baths a night to relieve pain. He is a student and has no medical insurance so instead of going and seeing many doctors who keep referring us, maybe we could get some help even if it is to tell us what specefic dr. to see. Please help...in pain and on tight budget. Thanks for your help!!
