No this is a choice just like certain insurance companies like Blue Cross Blue Shield or Medicaid. There are no laws or statutes governing this and that is why some choose to take certains plans and others don't. It would be better if there was a law regarding this and it would mean more choices and less waits for a visit with the ones who do, but alot just do not accept this or only accept a certain amount of Medicare patients and then cut it off to new patients or only accept cash paying or other higher paying insurance plans.
