The bruising is on his torso, legs, and hip areas

My 24 year old son is developing reddish-purple (more red) on different places on his body. The bruises do not look normal. He has not bumped into things or done anything else to cause this bruising. Is this something that he should see his doctor for? I am really concerned, in that he has had high blood pressure in the past. He also suffered from ataxia at the age of 18 months from a tick. I need advise. Thanks
