Have 38 year old daughter with blood pressure reading of ...

Have 38 year old daughter with blood pressure reading of 111 over 36 for reading (taken just after arriving at doctor office), with heart rate of 29. Her evening heart rate dropped to 21 (she is on monitor and alarm sounded during night). What is this indicative of? Would pacemaker insertion be of immediate concern?

Already Tried:
daughter is on heart monitor currently. insurance company is telling her that there is 8 month backlog for getting pacemaker inserted.
