Can a male have the Chlamydia infection without symptoms for over a year?   Can his female partner either not get it or not show symptoms for over a year then have the infection diagnosed during a routine female exam? I guess I am trying to find out if my partner has been faithful??   or if there is a chance I could be a carrier, pass it to her etc.   I have not yet been tested so I don't even know if I have it.

When it comes to Chlamydia, it's most known for what they call the "silent" STD. As most often it can go without symptoms. For months to years. You get the chlamydia infection during vaginal, oral, or anal sexual contact with an infected partner. Most people have no symptoms that would lead them to think they have anything wrong. And it's not until a woman has her pap to find out she has it. So it's possible you had it and passed it on, or it's possible she picked it up, there is just no way of knowing who gave this to whom. So to answer your question, it's very possible for both to go a year without any symptom.
