Can you take a bath while menstruating?

Is it good or bad to take a bath and wash your hair while menstruating? Also if you are experiencing heavy bleeding during menstruation and it is occurring every 21 days, is this a sign that something is wrong? The bleeding is very heavyt for about 2 out of 5 days.
