There are a few reason this can occur: If the area was infected, this can cause a decrease in the Novacain/anesthetics from working. Some people may have a nerve in a different location, so that it's not getting 100% numb. I don't know what all work was done, however he may have been very close to your nerve or even hit, in which you will still feel discomfort or pain. He may have not be as gentle as some other dentist may be. Also, there are some people that require more shots vs one or two. I personally am a person that does require more than the standard patient, and this is common. It's having a good dentist to work with that makes all the difference. Don't ever feel you can't stop your dentist and let him know you are still feeling pain etc.
Some patients just need a highly skilled dentist that can get them completely anesthetized. The patient gains confidence and is comfortably still. No sedation necessary.
