if someone has cyclical neutropenia, dx w/

if someone has cyclical neutropenia, dx w/ peridontal disease needing all teeth removed. no other physical complications. No history of diabetes but now has high ketoacidosis,. Are these connected? Can neutopenia effect the organs and cause ketoacidosis?
