toddler skin question

I have a 29 month old son who has recently started getting clear like blisters in between his neck and chest it started out with one on his shoulder closer to his neck then within a short period of time started spreading in the neck area. The bumps are a little raised have no rough feel to them but are a clear color/almost same as skin color.The bumps are in a cluster like form around the neck area.At first I thought maybe a skin tag but the bumps are not raised very high. Can you explain these bumps to me?? Thanks
