why do I have busted blood vessels on my scrotum?

I have busted blood vessels on my scrotum and my left testicle is very small, my right is normal size, for whatever that is worth. I do wear a cock ring occasionally.

Could a cockring cause those. I know your initial reaction would be 'yes.' However, while the cockring may exacerbate it, the vessels were busted before I wore a cockring regularly.

How come and how could I remove them, if possible
