baby stomach doctor

My doctor said I had a miscarriage. I am supposed to be 12 weeks but the fetus is measuring 9 weeks and there is no heartbeat. I am not bleeding or spotting. I am having stomach pains which my doctor said is my uterus still growing. He wants me to wait two weeks to see if I start bleeding or spotting and if not go for a D&C. Is this normal to do or can my baby still be alive since my body is still acting like I am pregnant?
