If I have a complaint about a doctor, who do I go to?

My husband currently sees a rheumatologist for chronic pain and arthritis. He takes prescriptions for pain such as percocet and ultram. His prescriptions last for 15 days as prescribed and his doctor continually re-evaluates and is trying to get him off the percocet completely. He was scheduled for a new script last week and the office is avoiding us. My husband is in pain. The tell me the doctor is out of the office and they will call back and they never call back. They have left him untreated and without his meds with no explanation except that the "doctor is out". What can I do? We do not have a primary doctor as we do not have insurance and for us to go to a new doctor at this point would take at least a month to get an appointment. Please help.
