Probably not. It could be an infection, or a sore that's infected. It could be a mole that has changed as well, and this would need to be tested to rule out cancer.
Either way, you really need to have it checked out. Most likely it can be removed, or treated, and you will have peace of mind and won't have to keep worrying.
