Yes, a doctor can refuse to perform this as an elective procedure. If your doctor doesn't feel a hysterectomy is warranted, they will most likely refuse. The reasons a doctor would refuse have to do with your age. You say that you don't want to have kids, but there is no guarantee that you won't change your mind in the future for a number of different reasons. The other reason, also due to your age, is the high probability that you would have to take hormone replacement therapy. HRT can cause side effects that may be more undesirable than your painful periods. Have you been examined for endometreosis? What about birth control pills? Talk to your doctor and see what else is recommended. If you don't feel that you are being heard by your doctor, you can always go to another one, but chances are they won't want to do the procedure either without exhausting all other options.
