bumps on my frontal torso that have hairs at their center

my chest area has a lot of bumps or rather lumps. they are concentrated along the middle of my frontal torso from where my nipples are down to my navel i don't know what they are or how they got there. i am a male of 23 years, they started showing up since i was 10 years old. they are bigger up at the nipple area and they get smaller as they get lower to the navel area. they run down the middle beween the nipples and some have appeared around my navel recently. i saw a dermatologist when i was 18 and he said the only thing i can do is plastic surgery, but he was a small island doctor so i didn't take his word too seriously. what is causing these bumps? can they go away? i did an HIV test recently and i tested negative. this problem is 13 years old. i have not beem able to take my shirt off around people for 13 years whats wrong with me?
