i m about to be years old and i still havent gotton

i'm about to be 20 years old and i still havent gotton my period my doctor says that my ovaries are underdeveloped and that body thinks its in menopause, I have high estrogen levels in my body that are preventing me from getting my period. I wanted to know if this was genetics or I can do something about it
