The first doctor you should see would be a family physician or a gyn. I would suggest since you've never seen a gyn that you go and get the full work up. I know it can be a little overwhelming at first, but there are certain things you should have checked (pap smear, breast exam, etc). The doctors have done hundreds of these exams, and even though we may feel self conscious, it's just a job to them. If you feel uncomfortable seeing a male gyn, feel free to ask for a female, or ask that the nurse stay in the room during the exams (which most do anyway).
Having breast of different sizes is actually not that uncommon. Most womens breasts are of different sizes, some more noticeable than others. Most of the time this asymmetry corrects itself almost fully, but sometimes it doesn't. When you see your physician or gyn, they will do a breast exam to make sure that both breasts are healthy and that there are no masses that would explain why one breast is larger. Thermography is a good non invasive test for this as well.
Once your doctor determines that there is no medical malfunction, your next alternative may be to seek the assistance of a plastic surgeon. This is an option in which you have to weigh the pros and cons of the situation to decide if it is worth it to you.
