I have a rash like sympton- maby a fungus on my upper ...

I have a rash like sympton- maby a fungus on my upper thighs between my legs. It almost looks like little bumps like skin little tiny skin things??? I have had for a couple of years and went to the doctor and said put cortizone cream on it...Never went away and now back and a little worse. Any suggestions? Not pussy or anything. Like a skin problem????
