Length of a natural miscarriage

I had a miscarriage and was 3 weeks pregnant. It is nearly 4 weeks later and I am still lightly bleeding. There have been no clots for 3 days now. However, last night I passed what looked like fetal tissue as it was gray and slimmy. Should I just wait or is a a D & C necessary?
