Should a doctor cup a woman's breast when using a stethscope?

recently a female friend of mine was at a doctors office to be checked out. While being examined by the doctor he went up under her shirt and cupped both her breast while using his stethscope

As you seem to suspect, this is not at all part of any type of physical examination, and is highly irregular. In my experience, the only time that a female's breasts are ever touched is during a breast exam (and there was always a female nurse present if the physician was male), and to listen to the heart and lungs. But the only contact was between the stethoscope itself and the breast tissue with the heart and lung exam, and the hands are not generally placed on the breasts. So this is, from my point of view, highly unusual.
