I think I broke my 5th toe last night by getting it caught between the mattress and bedrail as I was getting out of bed. It is very painful, but I don't want to go to the ER if all they are going to do is tape it. It is swollen, painful, and a little numb. How can I tell if it needs emergency care? Thanks.

You are correct that taping is the most common treatment for this. However, if severe swelling and discomfort is present then you should see a doctor. With that said I would suggest to tape it yourself and take an over the counter pain med. If the pain or swelling or discomfort continue for 48 hours then see your primary doctor for this. About all they can indeed do is tape it unless it is a severe break. These normally will heal on their own.
