Bad exsperience with oncologist

I recently had a small breast tumor removed that was cancer, then had my right breast removed and two lyph nodes. My doctor said since my breast are very small it would be smart to just have it removed. The tumor was small, did not invade any surrounding tissue and lyph nodes cames out clean. The doctor said I inherited this kind of cancer but it was non aggressive. My doctor said based on that and all other tests came out perfect, there was no further treatment needed, but for my own peace of mind I could go see an oncologist and let him review my results. So I went, and this doctor began his diagnosis by saying that I would be needing chemo and was upset that my doctor said it was non aggressive.Even though we told him that it did not spread outside the tumor to any tissue. He also said I would need a $4000 blood test to determine if it was hereditary. He then realized that he did not have my biopsy results in his file , nor did he have any of the results of my blood work, nor did he have the results of my CT scan. He looked quite embarassed and called to have it all fax over. Then he skimmed over it all while talking to us at the same time. I was quite upset that he tryed to give me the exact opposite diagnosis as my other doctors, with no pathology reports or lab results in front of him. How could he make a determinination that i needed chemo when alls he had to go on was the breast removal and the two lyph nodes they tested, when those came back perfect ? It sounds to me like I was being scammed, and as I said, he looked quite embarassed when he realized he had no important info on my case what so ever. My doctor did warn me that most oncologists will try to push for alittle chemo even when its clearly not needed. What do you think of an oncologist who would give out a diagnosis with no test results to go by ???
