I can certainly help to give you an idea of what may be going on however do keep in mind that you would need to be seen by a doctor to be properly diagnosed.
The area between your anus an scrotum can become tender for a variety of reasons. There is a little piece of skin closer to the anus also called the chode which can become inflamed at times. Rashes are prone to develop in this area from time to time especially with men who work out heavily or are involved in sports. This can happen because of excess sweating in that area. Fungal infections are known to show up in these areas which can cause extreme discomfort. Some times fistulas can show up down there which is one characteristic of chron's disease. This could also be hemorrhoids protruding from the anus. Since this can be a variety of things I feel that you should see a doctor as soon as possible for a proper diagnosis.
