My 15 month old son was treated for an ear

My 15 month old son was treated for an ear infection. At his follow up appt there was still some fluid on his ears, but the dr wanted to see if it cleared up on its own. Now his equilibrium seems off and he is very fussy, but is not running fever and is not congested. Could it be infected again?
