iam having pain in my right arm and shoulder above my elbow ...

iam having pain in my right arm and shoulder above my elbow and i cant raise my arm up stright in the air the pain is verry sharp. can you help me i dont have a family doctor. went to our local emergency room they took exras and sayed it was persidence a couple weeks ago they gave me pills and they have not helped . should i go back to the emergency room?
