Remedying poor circulation as a result of underweightness?

My significant other is suffering/recovering from anorexia, at the stage of compulsive exercising (since this past May-ish, when she stopped binge-eating/restricting). She''s severely, SEVERELY underweight right now (not even 100 lbs, and she''s 5''5" with a naturally upper-end-of-medium frame. Because of the underweight condition, her circulation''s deteriorated, along with digestive problems and mood swings.

All this is on the days when she doesn''t exercise (Thursdays and Sundays) We think it''s because her circulation''s so poor that the exercise is required to kick-start it. She''s tried going to her doctor about some of these problems, but he''s not been of any help and has basically just said ''Gain weight'' Which, with anorexia, is....a bit of a problem, although she''s trying.

Obviously to gain weight she has to eat more and/or exercise less. She does three sessions of exercise per day, a full workout each time. How can she improve circulation without having to resort to the exercise?

She has tried stretching and light workouts in the mornings, but this doesn't work.
