My 16 month old daughter has some type of scalp sores

My 16 month old daughter has some type of scalp sores that I first thought was a scab. Later the scab became red and itchy. She constantly scratches her head. We went to the doctor and was he said that he didn't think it was chickenpox. Later, I took her to the Urgent Care Center and they said the same thing. Now, she has little tiny red bumps that are pus-filled. They have been getting bigger and are spreading throughout her head and I went to the store to purchase Sulfur 8. I used an over the counter shampoo and try to shampoo her hair as much as possible. Is this scabies, chickenpox, lice, or what? We are African American so should we request to be seen by a Dermatologist?
