This can actually be caused from several causes, the change of seasons can affect many on a regular basis, it can be caused from a fungal infection that needs an anti-fungal cream to clear up the peeling, infection related as you are thinking, or it can be due to dehydration causing extreme dryness to your skin so try to intake more fluids, use some extra moisturizing cream first to see if this helps and if not try a anti-fungal cream that you can get at all local drug stores. If none of these seem to help then you should be seen and may want to be referred to a Dermatologist to see if this is related to a skin infection or disorder.
