This can actually be caused from several causes, the change of seasons can affect many on a regular basis, it can be caused from a fungal infection that needs an anti-fungal cream to clear up the peeling, infection related as you are thinking, or it can be due to dehydration causing extreme dryness to your skin so try to intake more fluids, use some extra moisturizing cream first to see if this helps and if not try a anti-fungal cream that you can get at all local drug stores. If none of these seem to help then you should be seen and may want to be referred to a Dermatologist to see if this is related to a skin infection or disorder.

No it honestly does not sound serious but something I would make sure and address if the tips I gave you do not work. I do know many people who can drink more fluids and stop this from happening and also many people who experience this every spring and fall as their body reacts to the season changes. So try the tips I meantioned and if not and it is related to a skin infection most likely a round of antibiotics will be the cure.
