Contraction of muscles is controlled by the central nervous system; therefore, spasms in both lower extremities and a finger with unilateral eye fasciculations (twitching) accompanied by numbness and tingling is a neuromuscular problem which could be due to compression of a nerve root by a disc or a bone spur.
I recommend you be examined and treated in person. You should have an MRI to locate the specific cause of your symptoms. Compression of vessels and/or nerves restricts the circulation of calcium, magnesium, sodium, and other important electrolytes to muscles so that the person will have muscle spasms or twitching muscles which are called fasciculations.
A fasciculation is an involuntary muscle contraction arising from the discharge of muscle fibers. Most muscle fasciculations are benign and they go away after sufficient rest and nutrition. Calcium and/or magnesium deficiency, lack of sufficient sleep, and dehydration (lack of sufficient fluids) can cause muscle fasciculations.
Also, stimulant drugs e.g. caffeine, pseudoephedrine, bronchodilators can cause fasciculations.
