My exfiance had std I don't know what kind but he told me that unless it was active I couldn't get it. Is this true? And how can I tell if I have it?

sounds like herpes. You can only transmit the virus when you are actively shedding. However, there is not a way for him to know if he was actively shedding the virus or not. You could have contracted the herpes virus from him when he thought he was inactive. The only way to know if you got it is to watch for the outbreak. Herpes is blisters and sores in the genital area. Otherwise, there are blood titers to test for exposure but there is no way to know if the test indicates genital herpes or just plain oral cold sores. If you have not had a genital outbreak and some time has passed since your last encounter with the guy, you are probably in the clear. I would however be tested for hiv and hep b and c because he could have gotten those things at the same time he got his 'std'
