Antibiotic Info - Doxycycline 100mg

My wife is Latin American and she says for an ingrown toenail there is a white powder antibiotic that can be placed right at the site of infection. Is this true? If so, what antibiotic is she talking about? Will a general antibiotic, like Doxycycline 100mg work for such an infection?
