If you were concerned about STDs, and you were tested, and those results can back normal, then you should be reassured. In general, the numbers that come from a white count differential (the granulocyte, lymph, and other types of white cells commonly listed on a blood test) can vary a bit and still be considered "normal". Granulocytes can vary from 45-75%, and lymphs from 15-45% normally - but some additional variation (so long as the patient is feeling well otherwise) is not necessarily worrisome.
Although you mention a small rash "in" your penis, you aren't specific about this, and this could have been a non-sexually transmitted infection, like a yeast infection, etc. These types of infections can lead to a slight variation in these blood test results, as well.
So if your STD tests came back negative, then you should feel reassured. If this rash hasn't improved, or wasn't addressed with that exam and testing, then see your physician, as there potentially is a slight elevation in your granulocytes that might be related to a different type of infection (if granulocytes go up, then lymphs will go down, since they are given as percentages out of 100).
