my friend of my sort of a rash on the back of his neck ...

my friend of my sort of a rash on the back of his neck which comes around towards his face.Its in patches and there like little bubbles of water with blood in them.he as had it for the last 4days and it bothers him.what can this be and what can do to treat it?

sorry but im enable to send you a picture of it.i tryed looking for websites for what he as.but he probably as hives.is this possable?again he tells me that its patches of tiny bubbles filled with water with a dot of blood in the middle.when he pops them(which i told him not to b/c it can spreaded)it fills back up.and it only itches when it bothers him.     ERICA.G.
