I suspect that she is allergic to a particular brand of lipstick. Please ask her if she has started using any brand for the first time or has switched to darker colours recently. If there are other women with similar balckness of the lips it is due to allergy to a make up product rather than any illness.
Another cause of blackness of the lips could be due to ciggarette smoking - the nicotine stains the lips as well as the teeth.
A fungal infection or severe dryness of the lips can also have a darkening effect.
Using make up cover ups especially if she is allergic to them will worsen the problem.
Ask her to change the lipstick brand and switch over to pale or neutral colours. A good home remedy is to apply coconut oil mixed with lemon juice every night - this has a mild bleaching effect and also keeps the lips moisturised.
A check up by a dermatologist should be able to identify isf she is sfuffering from any fungal infection.
