my mother-in-law's eyes water throughout the day. she has puffy bags under her eyes. recently she bent over and a vein burst in the puffy part of the eye causing her to have a black eye. could all of this be related. she is constantly taking a tissue to wipe her eyes. can anything be done over the counter. she has been through quite alot. she had a staph and strep infection which nearly took her life some 20 years ago.
