This can be the sign of an allergic reaction or it could be related to an infection as well. You should first try some benadryl to see if this seems to help and also do not pop the little boils as this can cause it to spread if this is related to a boil as well. You should continue with the antibiotic ointment to see if this helps and apply some warm compresses as well to see if this seems to help but if this does not clear up the area you would want to be seen but a boil can take up to two to three weeks to fester up and then heal so monitor this, continue with the antibiotic ointment and try some Benadryl to see if this is a help.

I am sorry that this is not acceptable to you but with popping them it can allow this to spread so please do not do that. This is either an allergic reaction, infection, or possible fungal infection and I am sorry that I cannot give any other answers other than that but other than a possible STD which usually does not only affect the upper outer thigh this is the only things that it could be. If you have further questions I am more than happy to answer then and I am sorry that this is not acceptable but with what you are describing this is the possibilities this could be.
