why my legs are swollen and hard as a rock and hard for me to breath

MY mom's legs,feet,stomach like all her body is blowing up like a ballon her legs are so hard when you push your finger on it it leaves a indentation they are cold like if she is getting no circulation and she can hardly breath it is really really hard for her to breath and no doctor knows why and refuses to see her so please can you answer my question in what it can be or what see can do.
