You need to be seen by a Urologist to find the cause of the bleeding. You can go to a nonprofit hospital Emergency room and ask for " charity care program " . You may be able also to get medical care from your local public health care department. The cause of the bleeding may be due to infection, stone and tumor in the urinary tract. Infection of the bladder also can be caused by enlarged prostate.
