I would suggest calling the US Embassy, and see if they can assist you. I know there are emergency medical treatment visas. I will check into the rules. I know you would need a hospital that would treat him. Finances are another consideration.

The Shriners operate a network of Burn Hospitals - These are charity run hospitals - Primarily for children. They may be able to offer you some help in locating/purchasing the supplies you need and/or arranging for a emergency transfer.

The burns that you describe are VERY serious, and his chances for survival are dependent on a state of the art burn center. Even with the best treatment, survival is not certain.
