My ankles are a bright red, no itching, swelling or ...

My ankles are a bright red, no itching, swelling or tenderness. My primary doctor has no explanation. My dermatologist has no explanation, but has prescribed ointments and creams. Nothing has helped, so far. I have had this condition for a few years. One druggist said it was blood pooling, but no explanation as to why.
