Hi Crisalyn! I don't know that astragalus will actually build white cells, but I can only tell you what many practicing herbalogists say.This is not a new herb. It's been a part of Chinese medicine for over a thousand years. There is over 200 "species" of astragalus in the world. Most are pretty much the same. The Chinese have used this herg to de-toxicfy and build up the blood. The popularity of this herb jumped in the USA with the frustration of medications that failed in the treatment of cancer and AIDS/HIV. People are always looking for alternatives. You can talk more about it with someone at the health food store or go on line and read up on Dr. David Wiliams, alternative therapies.
Herbs seem to have a resurrection periodically. Three years ago it was Bladderwack patches(sea-weed) to lose weight and this year its Hoodia.
Some people swear by these products,others don't. But try to speak to a professional and learn more about it before you take it.

Hi Crisal, I sent you a PM to explain the second part of your question. The short version is that alot of naturalpaths and herbologists believe that astragalus does build white blood cells. It also boost the immune system, supports the liver and de-toxifies. So if they are corret, then YES, this is a good product to take as long as if is not boot legged and comes from a reputible manufactor of herbs.
