my six month old has a rash like heat rash on her

my six month old has a rash like heat rash on her neck and i have tried baby powder and diaper rash medicine on it and it hasnt worked and now her face is breaking out and i dont know what to put on it

baby powder with cornstrarch and diaper rash medicine
