Can Visine be used to reduce redness in associated with acne?

I am experiencing persistent redness with my acne lesions. This makes it difficult to conceal my lesions while they heal. Is it safe to use visine to reduce redness?

I heard that hydrocortisone can cause permanent damage such as permanent blood vessels present on one's face.
