As this is a procedure performed through the abdomen, menstruation should not interfere with the ability to perform a hysterectomy. There aren't any increased risks of complications found from having a hysterectomy done at one point in your cycle as opposed to another. However, if you suffer from menorrhagia, or pathologically severe bleeding during your periods, you and your doctor may want to consider rescheduling due to concerns of excessive blood loss from the additive effects of menstruating prior to surgery and bleeding afterwards.
I hope this helps, and let me know if you have any further questions.
