Yes, this is normal.
The first year of menstruation is marked by irregular periods and heavy or light blood flow due to irregular secretion of hormones. In most young girls, these problems settle down in 1 year. In others, some amount of irregularity may continue upto 18 years.
But, if the blood flow is very heavy, she will need to be given medicines like Tranexamic acid or Diosmin to decrease the flow and prevent anemia. She will also need an ultrasound to check her ovaries.
Please wait and see for another 3 months. If she has a heavy period every month or her menstrual cycle continues to be less than 21 days, please consult an Obgyn.
