My 2 year old complains of her peepee hurting when we change her diaper while wiping should i be concerned or should we try not to wipe so hard?? any suggestions

Can you tell me if her vagina is swollen or having any kind of discharge? Any spotting of blood? Fever? Are you using any kind of cream or ointment to help with this? Are you using baby wipes that are perfumed or have a fragrance? What are you using to clean the vagina after urination?
