I have a 30 month old daughter, she weight

I have a 30 month old daughter, she weight approximately 21 pounds and 4 ounces. She doesn't like to eat, she would always hold the food in her mouth. She's underweight as you can see. She's very active, just like any normal child. We also are giving her about 2 (8z) cans of Pediasure a day. My Pediatric Doctor who is monitoring her highly suggest tubing her, but we don't realy want to put her through that. Is there anything else you can suggest to help her gain weight. Also with her being underweight and all, does this effect her brain development, and how critical is it? Your time and response is appeciated, Thanks
